The Huzhou Housing and Urban-Rural Development Bureau has issued a public notice regarding the "Implementation Opinions on the Construction, Operation, and Management of Hydrogen Refueling Stations for Vehicles in Huzhou City (Trial)".
The document states that, in accordance with the principles of scientific planning, orderly construction, and safe operation, and based on the overall layout of provincial hydrogen refueling station planning and construction, a reasonably distributed, locally service-oriented, transit-friendly, and smoothly connected hydrogen refueling station network system should be constructed in a moderately advanced manner to accelerate the process. This will drive the construction of a batch of hydrogen refueling stations with high technological content and strong demonstration effects. Simultaneously, the management system for hydrogen refueling stations should be improved, and specific requirements for business licenses and safe operations should be explored and refined to ensure effective supervision and safe operations.
The price of hydrogen for vehicles is subject to market regulation. Hydrogen refueling station operators should publicly display information such as the price of hydrogen for vehicles, hydrogen quality detection reports, business processing procedures, service commitments, and service supervision hotlines at the hydrogen dispensers within the stations and other prominent locations, and consciously accept social supervision.
Hydrogen refueling station operators are prohibited from refilling hydrogen for vehicles without ex-factory inspection certificates, those that have exceeded the inspection period, those that have failed regular inspections or have been scrapped, and those that have not obtained registration for the use of vehicle gas cylinders. They are also prohibited from refilling hydrogen for non-vehicle hydrogen cylinders.
